Barndominium Builders in San Luis Obispo County, California

San Luis Obispo County stretches from the Santa Maria River to the Monterey County line and from the coast to the Carrizo Plain, and most of the land a barndominium buyer wants is unincorporated: vineyard and grazing parcels around Paso Robles, Templeton and Creston, ranchettes on the Nipomo Mesa, and open ground out toward Santa Margarita and Shandon. This page covers that county land. The incorporated cities, including San Luis Obispo, Paso Robles, Atascadero and Arroyo Grande, permit inside their own limits. On county land, one department, Planning and Building, handles zoning clearance, the building permit and the septic system, while County health handles wells. Barndominiums in San Luis Obispo County most often sit on parcels in the Agriculture or Rural Lands categories, where the land use ordinance allows up to two primary dwellings on most legal parcels, with limits tied to parcel size. That makes a shop-house plus a second home a realistic plan on many ranch parcels. Barndominium kits work well here for a barn-and-living shell; a custom plan earns its keep on hillside, coastal or Williamson Act land where the site sets the rules. Give us the parcel number and we will check its category, its water and whether it sits in the Coastal Zone.

Barndominium Kits and Plans for San Luis Obispo County

A kit is the steel or pole barn package for an owner or a hired crew to put up; a custom plan fits the shop bay and the living space to the parcel. Either way the land sets the budget more than the floor area does, so each option is priced against your site rather than a rate card.

Barndominium Builders and Pole Barn Homes near San Luis Obispo County

A pole barn home sets its frame on posts and trusses (the engineering term is post-frame), which often suits a simple, wide layout with a shop bay under the same roof. A turnkey build takes the project from the pad to the finished house. Whether either fits your parcel comes down to the zoning, the septic and the water, set out below.

Permits, Zoning, Septic and Wells in San Luis Obispo County

Four questions decide whether a barndominium works on a parcel before any steel is ordered. Here is who answers each of them in San Luis Obispo County, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.

Who issues the building permit County building department

San Luis Obispo County Department of Planning and Building, Building Division

The County's Building and Construction Ordinance, Title 19 of the County Code, applies to building throughout the unincorporated county and is administered by the Chief Building Official in the Department of Planning and Building. Title 19 adopts the 2025 California Building Standards Code, including the Wildland-Urban Interface Code. Cities such as San Luis Obispo and Paso Robles issue permits inside their own limits.

Who decides the land use City zoning and county rural zones

San Luis Obispo County Department of Planning and Building, Planning Division

Unincorporated land is governed by the County's Land Use Ordinance, Title 22, and by a separate Coastal Zone Land Use Ordinance, Title 23, near the coast. In the Agriculture and Rural Lands categories, primary dwellings are allowed with a Zoning Clearance for each, subject to density limits; on Williamson Act land, density follows the County's own Williamson Act rules of procedure and the contract.

Sewer or septic Septic: county environmental health

San Luis Obispo County Department of Planning and Building (onsite wastewater)

In this county septic permits come from Planning and Building rather than a health department. On 25 September 2020 the Central Coast Regional Water Quality Control Board approved the County's local program under the State Water Board's OWTS Policy, letting it permit onsite systems, including non-conventional ones, within its jurisdiction.

Private water wells Wells: county permit

San Luis Obispo County Health Officer, Environmental Health Services

Nobody may construct, repair, modify or destroy a well in the unincorporated county without a permit from the County health officer. The application needs a plot plan showing septic systems, watercourses and other wells within 200 feet, and permits are issued only to a contractor holding a C-57 water well licence.

How many homes an ag or rural parcel allows
Land Use Ordinance 22.30.480 (read 27 September 2026): in the Agriculture category a legal parcel under one acre gets one primary dwelling; from one to under 20 acres, two, with the second capped at 1,200 square feet; 20 acres or more, two. Rural Lands parcels get two. More units must qualify as agricultural worker or accessory dwellings.

Coastal parcels
The County Code defines its coastal zone as the lands inside the Local Coastal Plan combining designation on the General Plan's official maps, and those lands fall under the separate Coastal Zone Land Use Ordinance (Title 23). In the Coastal Zone, building needs a coastal development permit as well as the building permit.

Metal Building Homes near San Luis Obispo County

A metal building home uses a steel frame and steel skin, with the clear span to open up a shop, a garage bay or a great room without interior posts. The structural design is set for your site by the engineer and the building official.

Building on Land near San Luis Obispo County

The inland north county around Paso Robles is dry, rolling ranch and vineyard country where water is the first question: the County Code sets its own conditions for new irrigated crops over the Paso Robles Groundwater Basin, and a buyer planning on a domestic well should raise the basin's status with County staff and the groundwater agency early. The coastal strip adds Coastal Zone permitting and, in places, steep and unstable slopes. Oak woodland and chaparral hills carry wildfire exposure, so pull the parcel's hazard zone from the State Fire Marshal's Fire Hazard Severity Zone viewer. On the Nipomo Mesa and in the south county, sandy soils and small ranchettes are common. Farmland under a Williamson Act contract follows the contract and the County's rules, so read both before planning a second home on it.

Building in San Luis Obispo County: questions

Start the survey
How much does it cost to build a barndominium in San Luis Obispo County?
The spread is wide because the sites are: a flat Nipomo Mesa ranchette with power at the road is a far simpler job than a north county hillside that needs a long driveway, a deep well and an engineered septic system. We work the site costs out parcel by parcel. The barndominium cost guide has sourced building ranges.
Do I need a building permit for a barndominium in San Luis Obispo County, California?
Yes. On unincorporated land the County's Department of Planning and Building issues the building permit under Title 19, and a residence in the Agriculture or Rural Lands categories also needs a Zoning Clearance. Inside the City of San Luis Obispo, the City permits it instead; see our San Luis Obispo page.
How many homes can I build on agricultural land in San Luis Obispo County?
Often. In the Agriculture category a legal parcel of one acre or more can have two primary dwellings, with the second limited to 1,200 square feet below 20 acres; Rural Lands parcels can have two. Williamson Act contracts can lower that. We check the category and any contract through the survey before design starts.
Who permits a well or septic system for a barndominium in San Luis Obispo County?
Two different offices. The septic system is permitted by the Department of Planning and Building under the County's approved local program, while a new well needs a permit from the County health officer, pulled by a C-57 licensed driller. Both go on the same site plan, because the well application must show nearby septic systems.
