Septic permits follow the County's Local Agency Management Program, approved in May 2018 and written into County Code Chapter 15.20. A conventional septic tank and leachfield remains the preferred system; a system with supplemental treatment is required only where site or soil conditions call for it.

A new well needs a permit from the Environmental Health Bureau, filed by a C-57 licensed contractor with the owner's signature and a site map of septic tanks, leach fields and sewer lines. A site visit confirms setbacks, such as 100 feet from a septic tank or leach field, before the permit is issued.

The 2.5-acre well rule
Monterey County's Environmental Health Bureau states that if sewage disposal is or will be by an onsite system and the lot can be served by a water system, the property must be at least 2.5 acres to get a permit to construct a well (Well Program page, last modified 22 December 2025).

The Salinas Valley Basin Groundwater Sustainability Agency, formed in 2017 under the Sustainable Groundwater Management Act, manages six Salinas Valley subbasins. All six are rated medium or high priority by the Department of Water Resources, and the 180/400-Foot Aquifer Subbasin is also designated critically overdrafted (agency page read 27 September 2026).
