Barndominium Builders in Fresno County, California

Fresno County covers a lot of ground, from Westside row crops through the vineyards and orchards around Fresno to the Sierra foothills and mountain communities, and outside the cities it is the County that says what can go on a parcel. This page covers that unincorporated land. Fresno, Clovis and the county's other cities run their own building departments, so a parcel inside any city limit is permitted there instead. For barndominiums in Fresno County the pattern is familiar to anyone who has bought farm ground: the County's Public Works and Planning department issues the building permit, the zoning ordinance decides whether a home is allowed on the parcel, a septic system goes through the County's local program, and a well needs an Environmental Health permit pulled by a licensed driller. Many farm parcels are also under Williamson Act contracts, which cut property taxes in exchange for keeping land in farming. We supply barndominium kits and full shop-house builds for rural parcels, pole barn homes among them, and we start every project by checking the zone, the contract status and the flood map for the actual parcel.

Barndominium Kits and Plans for Fresno County

A kit is the steel or pole barn package for an owner or a hired crew to put up; a custom plan fits the shop bay and the living space to the parcel. Either way the land sets the budget more than the floor area does, so each option is priced against your site rather than a rate card.

Barndominium Builders and Pole Barn Homes near Fresno County

A pole barn home sets its frame on posts and trusses (the engineering term is post-frame), which often suits a simple, wide layout with a shop bay under the same roof. A turnkey build takes the project from the pad to the finished house. Whether either fits your parcel comes down to the zoning, the septic and the water, set out below.

Permits, Zoning, Septic and Wells in Fresno County

Four questions decide whether a barndominium works on a parcel before any steel is ordered. Here is who answers each of them in Fresno County, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.

Who issues the building permit County building department

Fresno County Department of Public Works and Planning, Development Services Division, Building and Safety

For unincorporated land, Building and Safety takes permit applications and plans through the County's Citizens Portal and inspects the work, including scheduled inspection days for outlying communities. Owner-builders file the County's owner-builder declaration with the application. Fresno, Clovis and the other incorporated cities issue their own permits.

Who decides the land use County agricultural and rural zones

Fresno County Public Works and Planning, Development Services Division, Planning and Land Use

The County says it is committed to preserving agricultural and natural resources through urban-centred growth policies. Its planners process land use applications and land divisions, apply the General Plan and the Zoning Ordinance, and administer Williamson Act preserves and contracts. Williamson Act land is restricted to farming and county-approved compatible uses; whether a home can go on it depends on the County's rules.

Fresno County Public Works and Planning (Local Agency Management Plan); Environmental Health Land Use Program review

Fresno County's Local Agency Management Plan, codified in Chapter 15.20 of the County ordinance code, governs onsite wastewater systems under the State OWTS Policy, and Public Works and Planning oversees it. Environmental Health's Land Use Program reviews development for sewage disposal.

Private water wells Wells: county permit

Fresno County Department of Public Health, Environmental Health Division, Well Permitting Program

In unincorporated Fresno County a C-57 licensed driller applies for the well permit, and drilling may not start until it is issued. Where the well is in a critically overdrafted subbasin, the County advises owners to ask the local groundwater sustainability agency what limits apply to using the well.

Is the parcel under a Williamson Act contract?
The Fresno County Assessor says a contracted parcel shows "OPEN SPACE" under the land value on the tax bill, and parcel maps mark it "AP" with the preserve number, "FSZ" for a Farmland Security Zone, or "NR" with a year once non-renewal is filed. Non-renewal takes nine years, or 19 in a Farmland Security Zone (read 27 Sep 2026).

Flood zones and building
Fresno County says flood zones are scattered through the county, and that new houses, storage buildings and garages in a Special Flood Hazard Area must follow additional building codes and ordinances. Development Engineering answers flood hazard requests for a specific property (Flood Protection and Planning page, read 27 Sep 2026).

Metal Building Homes near Fresno County

A metal building home uses a steel frame and steel skin, with the clear span to open up a shop, a garage bay or a great room without interior posts. The structural design is set for your site by the engineer and the building official.

Building on Land near Fresno County

Start with the parcel's zone and its Williamson Act status, because both decide whether a home can go on the land and how much of it. Then check the flood map through Development Engineering; seasonal streams and low ground on the valley floor carry flood designations that raise the pad. Water is the next test: well depths and groundwater limits vary across the valley, so ask about the subbasin before buying. Plan the septic site early with enough room for a replacement field. In the foothills and mountains, check the State Fire Marshal's Fire Hazard Severity Zone viewer, and the 2020 Creek Fire area has its own County permit assistance.

Building in Fresno County: questions

Start the survey
How much does it cost to build a barndominium in Fresno County?
On rural land the site work can rival the building: the well, the septic system, the driveway and pad, power to the site and any flood elevation. A shell kit on a prepared pad and a finished turnkey home are far apart. Our barndominium cost guide has sourced per-square-foot ranges and explains what pushes a rural budget up.
Do I need a building permit for a barndominium in Fresno County?
Yes. On unincorporated land the County's Public Works and Planning department issues the building permit and inspects the work, and owner-builders sign the County's owner-builder declaration. Inside a city such as Fresno or Clovis, the city issues it.
Can I build a barndominium on agricultural land in Fresno County?
Often, but the zone and any Williamson Act contract decide it. The Zoning Ordinance sets which uses each agricultural zone allows and the minimum parcel size, and a contracted parcel is limited to farming and uses the County approves. Check the tax bill and parcel map for the contract markings, then send the parcel through the survey.
Who permits a well for a barndominium in rural Fresno County?
Fresno County Environmental Health. A licensed C-57 driller applies, the County inspects the sanitary seal, and the driller files the well log within 30 days of finishing. In an overdrafted subbasin, ask the groundwater agency about limits on use before you drill.
