Natomas Basin (A99 flood zone)
Since 1 July 2024, new homes in the Natomas Basin, which FEMA designates an A99 flood zone, must have the lowest floor at least one foot above the highest adjacent 100-year level of the City's drainage system and 18 inches above the controlling overland release point, with an engineer's or surveyor's elevation certificate and a hold-harmless agreement.

Levees and the 200-year floodplain
The City enforces floodplain management regulations and building codes for construction in at-risk areas, and its 200-year floodplain requirements took effect in July 2016. Building near a levee brings the Central Valley Flood Protection Board's encroachment rules, and nothing may be dug, planted or built at the base of a levee.
