Who decides the land use County agricultural and rural zones

The County's Zoning Ordinance regulates land use in the unincorporated (non-city) area. Rural zones include A70 Limited Agriculture and A72 General Agriculture, both intended for crop or animal agriculture, and RR Rural Residential, which permits family residential use with limited packing and processing. Each parcel's zone box also sets lot size, building type and animal rules.

The Department permits onsite wastewater treatment systems under its Local Agency Management Program, whose 2025 edition took effect on 1 February 2025 and sets alternative standards to the State Water Board's OWTS Policy. Supplemental treatment systems carry an annual operating permit.

The Division regulates the design, construction, modification and destruction of water wells throughout San Diego County to protect its groundwater. A new or modified well needs a permit and must meet the County's well standards, and the driller must file a completion report within 60 days of finishing.

Groundwater Ordinance
Because much of the unincorporated county depends on groundwater, the San Diego County Groundwater Ordinance was enacted in 1991 so that development would not occur in groundwater-dependent areas unless adequate groundwater is available for existing users and the new project. Read 27 Sep 2026.

2025 local fire hazard maps
County Fire notes that the State released revised Local Responsibility Area Fire Hazard Severity Zone maps on 24 March 2025, so a property in the San Diego County Fire Protection District and the local responsibility area may have a new designation. Do I need a building permit for a barndominium in San Diego County?
Yes. In the unincorporated county the Planning & Development Services Building Division reviews plans and issues the permit, and a barndominium used as a home is permitted as a dwelling. The septic system and any new well need separate permits from the Department of Environmental Health and Quality. Inside an incorporated city, that city's building department issues the permit.
Which San Diego County zones suit a barndominium on acreage?
The A70 and A72 agricultural zones and the RR Rural Residential zone are the usual fits for a house with a shop, barn or animals, but the zone box on each parcel sets lot size, building type and animal numbers.
