Unincorporated land and the other cities in Los Angeles County have their own permit offices.

Zoning decides what uses are allowed on each site and the size and scale of what can be built, including open space and parking. Two zoning codes are in effect: the original code, and a new code that has applied since January 2025 in the Downtown plan area and later-updated plan areas. To connect to the City sewer, an owner obtains an S-Permit and pays the Sewerage Facilities Charge and bonded sewer fee, and a dye test confirms the connection. The owner maintains the lateral from the property line to the main. If no sewer main is available near the lot, the building permit is marked "Sewer Not Available".

2025 Fire Hazard Severity Zone maps
CAL FIRE issued its 2025 recommended Fire Hazard Severity Zone maps for the City of Los Angeles on 24 March 2025. State law requires the City to adopt them by ordinance, the City may raise but not lower the recommended hazard level, and the Fire Department expects more parcels to be affected (LAFD, 4 April 2025).
